The greater "you" (designers of iSCSI) are free to make of it whatever seems advisable. There is nothing forbidden in a SAM-compliant transport, whether FCP, iSCSI or SBP-2, from requiring autosense capabilities in the endpoints. As you can tell, I think it would be a good design choice to limit iSCSI to these devices. I also think you would not find it limiting, but that's a different thread.
