Who determines/decides when > to make exceptions to drafts missing the draft cutoff, per the message > below? The WG co-chairs assemble the agenda and make this sort of decision in consultation with and subject to review by the Area Directors. If these sort of exceptions happen on a regular basis, the Area Directors will get seriously annoyed, and it's not a good idea to annoy the Area Directors ;-). In this case, the draft missed the cutoff by a few hours, and relates to the most important technical issue in front of FCIP and iFCP, so holding up technical progress to make this procedural point doesn't seem like a wise move ... but if this sort of deadline gaming starts to become a regular event, it may become necessary to enforce the deadlines without exception. Please try to get drafts in several days ahead of the deadline to avoid this possibility. With luck, the agenda will appear tomorrow - the snowstorm in New England didn't help :-( .
