iSCSI (SCTP compatable protocol version)

I have just created a draft that will define an additional Chunk for SCTP.
This chunk was placed at the end of the packet with the concept that if the
packet is truncated, a missing IA-Digest packet would act as a truncation
indicator.  Although not indicated is the possible use of this to include
CRC.
