NOP-out, NOP-in PDU

 (2.12) 
For initiator to test the connection, it should set the P bit to ONE
     while
 (2.13.1)for target to test the connection, it should set the P bit to ZERO
 How does it know the connection is OK without any response back to it. As
only with P=1, initiator will response with NOP-out PDU.

 I dont quite follow it, please help me understand it.
