Because of the specialized nature of target IO subsystems, target's will
require more control of the iSCSI session manager logic, and it is not
likely that the Target Portal Group numbering will be out of the control of
a single logical session manager at the target node level.

If there are no target vendors/implementors calling this a problem, why
solve it?

That's how MAC address assignment and FC WWNs work - vendors must develop
internal schemes for assuring uniqueness beyond their vendor numbers.  Why
should this be any more difficult?
