A block device driver is not designed to perform any data coherency or integrity. It is the higher layers like the volume manager's or the TSD's which are supposed to do any reserve's and or any other such technique(s) to perform the said operations.

Why don't you put a restriction on the read/write access to a target?
This can solve some of the synchronization problems that can occur...
