IPsec security gateway devices typically don't support iSCSI, iFCP or FCIP at all, and therefore won't even count towards "two interoperable implementations". I'd be more interested if we are talking about iSCSI, iFCP or FCIP products focussed on tunnel mode. However, most gateway products that I've seen don't support security.
