FC Frame Encapsulation ready for next step

The Internet-Drafts office has published revision 07
of the FC Frame Encapsulation draft.

In my opinion, the draft is ready for whatever the next step
is. A quick look at the number of change bars in the PDF file
would lead the assumption that another WG Last Call is in
order, but that is up to the Chairs.
