As I remember, he said the statement regarding implicit/explicit offer was put in because some people thought that a reply was expected even though an offer was not made (implicit offer). The statement was not meant to say that you have to negotiate for a default value. I hope this helps until you can get a better answer. This is confusing because chapter 11 still contains default values. If I do not negotiate a parameter, is it assumed to be set at the default or must I negotiate every parameter ?
