I agree entirely.
But we need the draft to become a little
clearer for everybody to see it that way.
In particular, we need to stress more the
"absolutely no renegotiation (even for Reject-ed
keys)"
rule and we need to disallow sending an "admissible
value" in response as a favor to a buggy
or incompatible Originator.
(Although, sending the "admissible value" is rather
unimportant (except for the text problem, perhaps),
because a node need not do it, nor does it need
to provoke the other side in doing it.)
