When the C bit is 0, the receiver of that PDU does not seem to be required to send replies to the keys it has received up to that point -- it could send another empty PDU, or more likely, it could send new offers of its own. It seems to me that there is nothing in the draft that says when replies to keys should be sent, only that they MUST be sent. There wasn't any requirement for how soon one responded to keys before the C bit was created. I don't think any such requirement is needed. One makes ones offers. If they haven't been responded too by the end of the negotiation session - e.g. the target sets the T bit without having sent responses to all the Initiator's keys or the target times out waiting for the Initiator to respond to keys it sent - then the negotiation failed and the side that detected it should close the connection.
