iSCSI: Command handling

An iSCSI target MUST be able to handle
at least one immediate task management command and one immediate
non-task-management iSCSI command per connection at any time.



Thus, as a minimum, a target must handle 3 commands at a time?
	assuming only 1 session and ExpCmdSn = MaxCmdSN
	2 immediate (per statement above) + 1 non-immediate command
