That is correct -however the exchange
can't result in a loop as the target must answer with the  reserved
(all-1) TTT. Julo

When an initiator receives a Nop-in with a valid/unreserved
TargetTransferTag, I understand that we need to answer it with a Nop-out.

Is it valid, to set the ITT of this Nop-out to a valid(not 0xffffffff)
value, and/to expect a Nop-in response from the Target for this Nop-out.
