Considering the handful of changes just related to various parameters since the premature changing of the version code to 0x00 after the release of the v12 specification in April of 2002. These alone should warrant a final RFC version number. This also shows how difficult it is to be backwards compatible with all parameter changes since version 0x00 was set almost 11 months ago, and enforce a 'must negotiate' set of parameters based simply on the passed version number. Most notable since the 0x00 change is the reincarnation of MaxRecvPDULength to MaxRecvDataSegmentLength, [Max,First]BurstSize to [Max,First]BurstLength, TargetPortalGroupTag, and the removal of BidiInitiatlR2T. Granted these may not be significant through eight draft revisions, but 11 months of changes is still 11 months of changes. Also one could point to the R-Data SNACK as an important addition, but again most people have not gotten that far yet to be a problem.
