Why the change? Also, if this was changed to 1 because it "really doesn't matter if it always has to be 1", then shouldn't the F=1 also be changed in all the Response PDUs that now require it to be 1 (such as Logout Response, Reject, Asynchronous Message, maybe others)? In any case, we now have a minor inconsistency here as to how to set the F bit on a Response PDU when, in fact, the bit has no meaning (it does have meaning in a Login Response and a Text Response, for example).
