For the benefit of others - I got 2 pieces of feedback on my response:

1) the new list address to use for iSCSI is 
<mailto:ips@ietf.org>ips@ietf.org  -  ips@ece.cmu.edu has been discontinued 
(Marjorie Krueger @ HP)
2) do not use HTML but plain text in your replies (MIchael Brown @ EMC)

My understanding is that the proper response is an empty PDU payload - in 
other words, the DataSegmentLength field in the response header is 0.  This 
is the way we operate and how I have seen other targets operate.
