When the iSCSI initiator attempts login, it could send an empty (no text options) message and let the iSCSI Target send back the options it supports as either empty (InitiatorName=) or with the default (MaxConnections=8). The login would proceed until the iSCSI target sends a completion message. This would remove the ambiguity of the order in which login variables are presented.
