I presume this refers to submission of the next version of
the draft to the Internet-Draft servers.  The answer is "yes"
- send both versions to internet-drafts@ietf.org in one message.

A text version is still required, but there should be significantly
more leeway available in leaving diagrams out of the text version
because the document's not standards track.
